The Department of Safety and Liaison in the Eastern Cape aims to promote police accountability and good community-police relations in pursuit of the strategic focus areas contained in the Provincial Growth and Development Plan. The Eastern Cape Department of Safety and Liaison derives its mandate from Chapter 11, Section 206, of the Constitution of the Republic of South Africa, as well as from the South African Police Act of 1995. These two pieces of legislation outline the department’s responsibility and mandate for the oversight function over the South African Police Service (SAPS) to ensure transformation within the SAPS, as well as to ensure service delivery by the SAPS. Furthermore, the department’s mandate stems from the White Paper on Safety and Security and the National and Provincial Crime Prevention Strategy. These documents outline the department’s role in social crime prevention in particular through social mobilization and improved coordination and integration.
